After Broadcom: How the VMware Acquisition Is Reshaping the Compute Virtualization Layer in MENA
When Broadcom closed its $61 billion acquisition of VMware in November 2023, the conversation in most industry coverage centered on U.S. and European enterprises. But more than two years on, the aftershocks are arguably more consequential in the Middle East and North Africa — a region that had spent the better part of a decade building its digital economy, government services, and banking infrastructure on top of vSphere, NSX, and vSAN. Today, CIOs from Riyadh to Cairo to Casablanca are re-evaluating that dependency, and the outcome is reshaping how the region thinks about vendor lock-in, pricing, sovereignty, and — increasingly — open source.
The pricing shock hit MENA budgets like everywhere else
The headline numbers are well documented globally, and MENA organizations have not been spared. Broadcom eliminated perpetual VMware licensing entirely within months of taking control, moving every customer onto mandatory subscriptions. Then, effective April 10, 2025, the minimum license purchase jumped from 16 cores to 72 cores per order line — meaning a single eight-core server now has to be licensed as if it had 72. For smaller businesses and branch deployments common across the region's banking and retail sectors, this alone has produced reported massive license cost increases.
Layered on top of the licensing transition was a dramatically simplified product catalog, consolidated from more than 160 SKUs into four primary offerings—VMware Cloud Foundation, vSphere Foundation, vSphere Standard, and vSphere Essentials Plus. Combined with new subscription licensing, per-core pricing, and stricter renewal policies, many organizations have reported substantial cost increases at renewal. Organizations that signed multiyear transition agreements in 2023 are now reaching renewal cycles, often finding Broadcom's commercial terms considerably less flexible than under the previous VMware licensing model.
For government entities and large telecom and banking groups in the Gulf — historically some of VMware's largest regional customers — this has turned what used to be a predictable line item into a board-level budgeting risk.
Vendor lock-in: the real cost wasn't just the invoice
The price increases alone would be painful. What has made them harder to swallow is how deeply embedded VMware became in the operational fabric of MENA data centers over the past decade. Organizations that built their private clouds, disaster recovery, and network virtualization (NSX) entirely around the VMware stack discovered that "switching cost" wasn't just about re-purchasing software — it meant re-architecting storage, retraining operations teams, rewriting automation, and, in many cases, unwinding years of vendor-specific tooling.
This is precisely the dynamic that has pushed vendor lock-in from a theoretical risk to a lived reality for regional IT leaders. Analysts now frame Broadcom's move as a "once-in-decades transformation" of the server virtualization market — one where there is no longer a single vendor positioned to be the default, monolithic replacement for VMware. That realization has been a wake-up call in a region where consolidation around one strategic vendor was long seen as a simplification, not a risk.
Sovereignty: a MENA-specific pressure point
Nowhere has the sovereignty conversation moved faster than in the Gulf. Saudi Arabia's Vision 2030 digital agenda, the National Cybersecurity Authority's Essential Cybersecurity Controls, and the Saudi Central Bank's cybersecurity framework increasingly require that data belonging to financial institutions, government entities, and critical infrastructure remain within the Kingdom. The UAE has moved in parallel, with cloud-first government mandates and its own data residency expectations.
Ironically, VMware Cloud Foundation has also been a key platform for sovereign cloud initiatives across the region. STC's "solutions by stc" became Saudi Arabia's first VMware Sovereign Cloud provider, and Broadcom continues to position VCF-based sovereign cloud partnerships as a way for service providers to satisfy data residency, jurisdictional control, and compliance requirements. This creates an uncomfortable tension for regional technology leaders: the same vendor whose licensing changes have prompted many organizations to reassess their VMware strategy also supplies the platform underpinning a number of existing sovereign cloud deployments.
The result has been a broader rethink. Government cloud, sovereign cloud, and hyperscale public cloud models are increasingly being evaluated in parallel across the region. Increasingly, the debate extends beyond data residency to questions of operational control, contractual flexibility, and long-term dependence on individual technology vendors. From that perspective, some policymakers, enterprise architects, and industry analysts argue that a sovereign cloud remains only partially sovereign if critical infrastructure is still subject to the pricing, licensing, or product roadmap decisions of a single foreign supplier.
Open source steps into the gap
This is where open source virtualization has moved from a home lab curiosity to a serious enterprise conversation across the region. Three platforms in particular have picked up momentum as MENA organizations plan their post-VMware roadmaps:
KubeVirt offers an alternative for MENA organizations already using Kubernetes: VMs run as native Kubernetes objects alongside containers, using KVM. Instead of replacing vSphere or maintaining separate stacks, telecoms, banks, and government teams can manage VMs on the same control plane. The April 2026 1.8 release removed the KVM-only restriction and added Intel TDX confidential-computing support, enabling enterprise deployments reportedly running thousands of VMs and cutting costs up to 50% versus VMware.
OpenStack, now on its 2026.1 release under the OpenInfra Foundation, offers the closest thing to a full private-cloud replacement for organizations that need multi-tenancy and IaaS-level orchestration rather than just a hypervisor. It requires real in-house expertise or a managed provider to operate at scale, but for governments and telecoms building sovereign cloud platforms from the ground up, that investment increasingly looks worthwhile compared to recurring subscription escalators.
KVM itself — the kernel-based hypervisor underpinning both Proxmox and OpenStack, and also the foundation of major public clouds like AWS and Google Cloud — has become the de facto reference point for "vendor-neutral" virtualization in regional strategy discussions. Because it's part of the Linux kernel itself, organizations with Linux-skilled teams can build fully custom, license-free virtualization layers with no third party able to dictate pricing or roadmap.
The pitch uniting all three is the same one regional CIOs are now actively evaluating: no per-core licensing, no forced bundles, and — critically for sovereignty mandates — no dependency on a single foreign vendor's commercial terms to keep the lights on.
What this means going forward
Gartner's own market guidance captures the moment well: there is no longer a single vendor poised to be "the next VMware." Instead, the market is settling into a genuinely plural landscape — hyperscaler migration for some workloads, hyperconverged infrastructure for others, and open source virtualization for organizations prioritizing cost control and sovereignty above all else. Industry forecasts suggest cost pressure alone will push a majority of enterprise VMware customers to migrate at least half their virtualized workloads within the next couple of years.
For MENA specifically, the Broadcom acquisition has done something unexpected: it has accelerated a conversation the region was already having about digital sovereignty, and given it a concrete, budget-line urgency. Vendor lock-in is no longer an abstract architectural concern — it's a line item CFOs can see moving. Pricing volatility has undermined the "predictability" argument that used to favor sticking with an incumbent. And sovereignty, once framed mostly around where data physically sits, is increasingly being redefined around who controls the commercial and technical terms of the infrastructure underneath it.
Open source virtualization hasn't "won" in MENA yet — enterprise-grade support, skills availability, and migration complexity remain real friction points. But for the first time in years, it's a serious line item on the roadmap rather than a footnote, and that shift alone marks a meaningful turn in how the region thinks about its compute infrastructure.
